NSPS Training Courses and Workshops
Workshop - NSPS #1 NSPS for Executives
This class is an overview of everything a senior leader needs to know about the National Security Personnel System. The purpose of this course is to provide a general overview of the National Security Personnel System. It covers the conversion process, one-time exceptions, a broad overview of the pay schedules and pay bands, compensation architecture, pay for performance process and funding and employee, supervisor and pay pool manager roles and responsibilities. The curriculum also covers the revised staffing processes to include the alternative merit promotion processes. What constitutes a promotion, reassignment, change to lower pay band and the revised reduction-in-force procedures. It is presented by acknowledged experts in NSPS.

Workshop - NSPS #2 NSPS HR Elements and Performance Management for Employees
The objective of the workshop is to provide an overview of the National Security Personnel System specifically for employees. It provides information on the on such NSPS issues as Classifiaction, Performance Management, Pay and Pay Administration, Staffing (merit promotion), Workforce Shaping (RIF), and Adverse Actions and Appeals. Workshop - NSPS #4 NSPS Performance Management for Supervisors and Managers
JSA's National Security Personnel System Performance Management Supervisor and manager's Workshop covers the NSPS system requirements that include in-depth discussion of the DOD benchmark standards, step-by-step development of line-of-sight performance objectives, identification and understanding of measurment tools, appropriate contributing factors, weighting of rating and reviewing supervisors, pay pool panel members and pay pool manager. The course takes a supervisor through the completion of DD Form 2906 Employee DOD NSPS Performance Plan. By the end of the course participants have completed an actual Form 2609 for an employee they supervise. The course includes practical exercises on the linking of organizational goals to job objectives, the development of job objectives that meet the SMART criteria, the application of Standard Performance Indicators to job objectives and use of Contributing Factors in assessing performance.

JSA's National Security Personnel System Performance Management Employee Workshop covers the NSPS system requirements that include an overview of the DOD benchmark standards, step-by-step development of line-of-sight performance objectives, identification and understanding of measurement tools, appropriate contributing factors, weighting of objectives and the reconsideration process. The course focuses on roles and responsibilites of employees. The course includes practical exercises in employee participation in thedevelopment of job objectives and the application of DOD benchmark standards. It provides practical approaches to the writing of interim and final employee self assessments.

Workshop - NSPS #6 Classifications and Compensation under the National Security Personnel System
The purpose of this course is to prepare managers to classify positions, make Fair Labor Standards Act decisions, and set pay using the National Security Personnel System regulatory base and Title 5 Code of Federal Regulations. JSA customizes the course to meet specific agency occupational needs to include pay schedules, pay bands and agency compensation policies. Training covers compensation architecture and compensation management to include pay progression plans and how to fix pay for new appointments and reappointment to the Federal service, promotion, reassignment and change to lower pay bands. Practical exercises provide hands on experience in classifying positions, determining the difference between promotions and reassignments and setting pay for the various types or personnel actions.

Workshop - NSPS #7 Pay Pool Panel Roles & Responsibilities - 2 Day Workshop
The purpose of this course is to prepare pay pool panel members and managers to fulfill their responsibilities under NSPS. It is customized to use specific pay pool panel rules and procedures developed by an organization. If no pay pool panel procedures have been developed, it will work iwth the participants to develop effective pay pool panel rules and procedures that work for the specific pay pool and are consistent with NSPS policies. The course provides approaches to reviewing performance assessments, recommended ratings and share allocations to ensure they meet regulatory requirements. It assists pay pool panel members in developing approaches to workiing effectively as a cohesive unit. It provides insight into the interrelationship between the pay pool manager and the pay pool panel. It covers how to exercise the authority to certify rating officials using the NSPS certification scriteria. The role of the performance review authority and its responsibilities under NSPS will also be covered by the course. Approaches to handling reconsideration requests will be developed.

Workshop - NSPS #8 NSPS Self Assessment for Employees and Managers
The training is an interactive presentation using numberous exercises where employees and managers learn how to develop the self assessments of their job objectives and contributing factors. The course provides one on one instruction to course participants on development and writing of self assessments. The course assists employees in understanding their role in the NSPS performance management process from the development of job objectives through the writing of self assessments. By completion of the course employees will have prepared a draft self assessment covering all their job objectives and contributing factors.

The course provides soft skills training for employees on communication and change management to prepare to adapt to NSPS. The training also provides communication skill development exercises necessary for employees to be successful under NSPS. The training is an interactive presentation using numerous exercises where employees also learn how to develop SMART objectives linking organization goals with job objectives. The course assists employees in understanding their role in the NSPS performance management process from the development of job objectives through the writing of self assessments.
